Arrows and Selected Objects

You can use the arrow keys to move a selected object only if you've already moved the selected object or if the active tool is the Move tool. Remember, if you try to use the arrow keys to move a selected object that has not yet been moved, you will adjust the selection border, not the selected part of the image.
